Comelec sees violation of Fair Elections Law from Major Candidates By: Zephora Jane A. Lingahan

Commission on Elections (Comelec) spokesperson James Jimenez confirmed yesterday that several candidates from the presidential, vice-presidential and senatorial posts were found violating the Fair Elections law in the case of following the right size of posters and streamers.

It was indicated in the rule that the posters should be 2 to 3 feet while the streamers should only be 3 feet by 8 feet. But from the inspection of the poll body, they have found out that many have violated these size limits. Also, most of these posters seem to be out of place and were posted in public infrastructures.

Presidential candidates, Sen. Noynoy Aquino (Roxas Blvd. cor Vito Cruz); Gilbert Teodoro (Edsa Southbound); Joseph Estrada and Jejomar Binay (Edsa North Ave., Philam); Sen. Richard Gordon; and Sen. Manuel Villar (Edsa cor. Reliance St.) has been identified in offending the rule in streamers.

Other posters that were seen as violators of the said rule belonged to vice-presidential candidate Bayani Fernando (Edsa Cubao, and Shell North Luzon Tollway, Burol Balagtas, Bulacan); senatorial candidates Sen. Lito Lapid (Edsa cor. Reliance St.) JV Bautista (Edsa near Nepa Q-Mart) and Rey Langit (in front of the MMDA office near Edsa Guadalupe).

Jimenez said that candidates cannot blame their supporters for putting up the posters and disown the violations.

“They must be reminded that according to the implementing rules of RA 9006, a candidate will also be held liable for the violations committed by his supporter,” he said.

According to him, some candidates have been littering the provinces with their propaganda materials. These candidates have three days from receiving notice to remove the materials.

Imprisonment up to six years, disqualification from public and government office, and revocation of the right to vote can be the punishment for those who will be found guilty of an election offense.

Tandag Bishop Nereo Odchimar of the Catholic Bishops’ Conference of the Philippines (CBCP) told voters to be more cautious in choosing the next leaders of the country and not just believe in the candidates’ promises.

“We have to be mature as voters. We have to be wise in our choice of candidates,” Bishop Odchimar said.

The president of the CBCP said that politicians have been making promises which are mostly failed.

“If candidates [in the past elections] had the political will to comply with their promises, the Philippines would be in a better position now,” Odchimar said in an interview posted on the CBCP website.

He also convinced the voters to participate in the May 10 elections for he claims that this will be the best way to make change in government.

“An election year [gives us] an opportunity to change people in the executive branch as well as the legislative,” Odchimar said.

Tandag was not the only CBCP official urging voters to choose their candidates wisely.

Manila Archbishop Gaudencio Cardinal Rosales have already warned the public against candidates with flashy and expensive political propaganda last week. He said voters should be more looking for the candidates’ anti-corruption and anti-poverty agenda.

Liberal Party standard-bearer Sen. Benigno “Noynoy” Aquino III claimed that his first visit to Laoag and Vigan in Ilocos with his sister Kris turned out to be warm and successful which was far from what he had expected.

He said that the Ilocanos welcomed them with open arms which was not what he thought would happen because of the feud between the region’s most famous son, former President Ferdinand Marcos, and their father, former Sen. Benigno “Ninoy” Aquino Jr.

“Even my mother would have been surprised if she were able to witness it,” he said.

Aquino said that he would be happy and satisfied if the people would just listen to him. But it seems that the people didn’t just listen, they actually became friendly to the presidential candidate.

“The people waited for me, mingled with the crowd and asked me to come back. Up to now, I feel like I’m floating on air,” he added.

Aquino’s running mate, Sen. Manuel “Mar” Roxas II, was also surprised of the Ilocanos’ behavior toward them. The people were very interested in seeing the Aquinos in person.

The vice-presidential candidate narrated that the people actually went out of their homes and offices to catch a glimpse of the visitors.

On the other hand, Aquino confirmed that he and his family is no longer holding any grudge against the Marcos family. He said that don’t even see the Marcos children are involved in the assassination of their father in 1983.

Villar- not worried by Kris campaign for Noynoy

Nacionalista Party standard-bearer Sen. Manny Villar Jr. downplayed news that TV host Kris Aquino is actively campaigning for her brother, Liberal Party presidential bet Sen. Benigno "Noynoy" Aquino III, in LP sorties.

Las Piñas City Rep. Cynthia Villar, Villar's wife, said Kris's presence in Aquino's campaign sorties will be an asset for the LP bet, whose lead in presidential surveys has been dipping. She said that their camp can counter Kris's fame with their own assets. "Every campaign has its assets and liabilities. I think she will be an asset, and we have many assets also. So it's fair," Mrs. Villar told Headstart's host Karen Davila.

The ABS-CBN talk show host joined her brother's campaign sorties in Zamboanga City for the first time after recent presidential surveys showed Aquino potentially losing votes. "It would be hypocritical not to admit that we are worried but we're confident that we will be able to regain the big lead," Kris told reporters at the Zamboanga airport.

Kris said she took time off from a TV show after her sister, Pinky, asked her to join the Zamboanga City sortie to satisfy the persistent demand of the city's supporters for her presence. Kris said she is scheduled to fly to Davao and Iloilo to join her brother's campaign rallies. "If you will overwhelmingly vote for Noy, definitely I will return with Baby James. I will return with Noy and we'll meet again," she said before leaving the airport.

Mrs. Villar, meanwhile, denied that her family had spent close to a billion pesos for TV ads during the pre-campaign period. A Philippine Center for Investigative Journalism report earlier said Villar spent about P475.4 million on ads from November 2009 to January 2010. "Sometimes it's registered, but it's not the price you [really] pay. There are discounts to that," she told ANC. When asked if Villar has already reached the P1.2 billion mark in campaign spendings, the congresswoman flatly said "No."

Mrs. Villar said that she was "very surprised" that her husband was able to cut Aquino's double-digit lead in presidential surveys. She said her husband's infomercials allowed him to present his platform and accomplishments. Villar is running on an anti-poverty agenda in his campaign for the presidency. “He has an affinity to the poor, which is very important because our country is composed of 92% poor. A president should understand what it is to be poor and how to get out of poverty so he can help these people get out of poverty,” she said.

Noynoy challenges Villar and Gordon to undergo lie test

Liberal Party standard bearer Benigno “Noynoy” Aquino III dareed both Sen. Manuel Villar (Nacionalsta Party) and Sen. Richard Gordon (Bagumbayan Party) to undergo lie detector test to determine who among them is telling the truth last Wednesday, March 3.

This statement came after Gordon disclosed last Tuesday that, through an emissary sent “about three days before the Senate ended its session” on Feb. 3, Villar offered him a Cabinet post and reimbursement of his campaign expenses in exchange for joining a plot to unseat Senate President Juan Ponce Enrile and pulling out of the presidential race.

“I will eagerly await the results should they decide to undergo a lie detector test,” Aquino said.

Meanwhile, Sen. Manuel “Mar” Roxas II, Aquino's running mate, said that he sees a modus operandi in the alleged offer made to Gordon to back out from his presidential bid and instead support Villar. “I can see a pattern of a modus operandi wherein some candidates are employing different tactics in their campaign,” Roxas said.

Also, Former President Joseph Estrada earlier claimed he received offers from a contender to back out of the presidential race in exchange for the withdrawal of his bid. Unlike Gordon, Estrada declined to name who the candidate was. Additionally, Estrada said an emissary had gone to his house in San Juan City on at least three occasions since about nine months ago. He said each visit came with the offer for him not to run anymore.

This was the first time a senator other than Enrile had tagged Villar as the one behind the ouster plot.

Erap removes Villar from second place -Ernesto Maceda

Former President Joseph Estrada has now moved to second place with 21.5 percent, dislodging Villar who dropped to 17 percent according to a survey commissioned by another political party.

Erap has been consistently rating in third place following Liberal Party presidential contender Noynoy Aquino and Nacionalista Party standard bearer Manny Villar.

“The latest survey I saw which is commissioned by one of our opponents came out with this: Villar was already in number 3 with 17 percent. To complete the result, Noynoy got 25 percent and 21.5 percent for Erap,” Maceda said.

According to Pwersa ng Masang Pilipino (PMP) campaign manager, former Ambassador Ernesto Maceda, the said political party would not want to disclose who among the presidential contenders financed the pollster. “I cannot tell you, I will be burning my source,” Maceda said, adding that the PMP might be able to pull a surprise in Cebu. He explained that Cebu, which is predominantly pro-Arroyo, is changing with some administration candidates and considering Estrada.

Mayor Duke Frasco of the Municipality of Liloan, Cebu and his wife, Christina Garcia-Frasco hosted a lunch yesterday at the Amara Resort in Liloan, Cebu. “This (lunch) is to show our gratitude to him,” Frasco said. And Estrada, in a gesture of appreciation for the warm welcome raised the hand of and endorsed Mayor Duke Frasco as a guest candidate of the PMP for mayor in Liloan.

Asked if he was endorsing Erap, Mayor Duke Frasco replied, “Well I can’t really decide on what the people will do but I’m sure if the people will know and realize that President Erap through Senate President Juan Ponce Enrile was able to give Liloan P23 million in terms of financial assistance for the public market of Liloan, that will help them decide whom to vote for president in the coming elections.”

Additionally, maceda said that the survey was conducted among 5,000 respondents. Also, he claimed that the drop in Villar’s rating could have been intensified by the negative publicity brought about by the controversies surrounding his alleged involvement in the C-5 scam and his alleged attempt to bribe other presidential candidates into backing out of the race.

Bagong Bayan standard bearer Sen. Richard Gordon claimed that Villar had tried to bribe him out of the presidential race. Enrile also admitted that there were “overtures” from Villar for him to shelve the Senate report on the C-5 investigation.

Noynoy Regains His Throne; Pulse Asia Survey

According to the latest Pulse Asia Survey, Senator Benigno 'Noynoy' Aquino III has regained the lead in the presidential race with a 7 percentage point lead leaving Nacionalista Party (NP) presidential bet Manny Villar's percentage drop by 6 points.

Pulse Asia said, "With less than three months before the May 10, 2010 elections, Sen. Benigno 'Noynoy' Aquino III (LP) again takes the lead in the presidential race, garnering 36% of voter preferences," during it media release last March 5.

Pulse Asia also added,that compared to the January survey, voter support for Senator Aquino is virtually unchanged. On the other hand, voter preference for former President Estrada improves (by 6 percentage points) while that for Senator Villar declines (by 6 percentage points).

The Pulse Asia survey was conducted after the Senate committee of the Whole recommended the censure of Villar for unethical conduct and allegations of bribery against Villar in connection with the C-5 road project. Their results are as consistent with the January 28 to February 3 Taylor Nelson Sofres (TNS) survey showing Aquino regaining the lead following the Senate report recommending Villar's censure.

Also in the February 21-25 Pulse Asia survey, administration candidate Gilbert Teodoro got 7%, a 2 percentage point increase from the January 2010 survey and Bangon Pilipinas standard-bearer Bro. Eddie Villanueva, Sen. Richard Gordon, Sen. Jamby Madrigal, Nick Perlas, Vetallano Acosta, and John Carlos 'JC' de los Reyes were statistically tied at the bottom between 0-2%.

"As in the previous survey, about the same number of voters with a presidential preference says that they opted for their candidate because he/she is not corrupt (26%) as cites his/her caring for the poor (22%). Other reasons cited for preferring a candidate are that he/she can do/is doing/will do something (14%); helps/is helping others (11%); is a good person (10%) and is used to governing/has experience 7%)," Pulse Asia said.

There's a total of 1,800 respondents that are asked who would they vote for as the president and 6% of it refused to answer or were undecided or gave no answer. The survey has a margin of error of plus/minus 2%.

When asked about the many issues with the President Gloria Macapagal-Arroyo and her administration, Manny Villar stated in a radio interview that he is more an opposition than other candidates.

“Hindi ako dumadaldal laban sa oposisyon, laban sa administrasyon. Hindi lang ako madaldal. Pero ang totoo niyan, pagka ang usapan sa speeches ay sinasabi ko naman talaga hindi ako sumasang-ayon sa Pangulo [I don’t talk against the opposition, the administration. I’m not just talkative. But the truth is, in speeches, I really say that I don’t agree with the President],” Villar said.

Villar defended his term back when he was still the Senate president and indicated that it was the most independent Senate. The presidential candidate also said that he disagreed with President Arroyo a number of times.

He resigned from the Senate presidency in November 2008 after losing the support of the majority of his colleagues.

Despite his silence against the President, he said that he and his political group, the Nacionalista Party, have initiated a number of investigations against corruption and other alleged irregularities in government.

Villar also said that Liberal Party has been the most outspoken among the Arroyo issue but if the people will judge with what they do, Villar’s party is the real opposition.

The standard bearer of Nacionalista party also noted that many of his senatorial candidates like Bayan Muna Representative Satur Ocampo, Gabriela Representative Liza Maza, jailed Colonel Ariel Querubin and Ilocos Norte Representative Ferdinand “Bong-Bong” Marcos were known oppositionists.

He has been suspected of having a secret alliance with Arroyo since he declared his presidential bid. But he constantly denied this.

“If it was true that I was an administration candidate, then I should not be spending my own money for my candidacy and I should not be running under my own party,” said Villar.

Bangon Pilipinas on Doubt of Villanueva's 2% in Pulse Asia

The Bangon Pilipinas party of Bro. Eddie Villanueva has expressed doubt about the latest Pulse Asia Survey which had him still with only 2% support just like in January's survey result.

"Bangon Pilipinas believes that the latest rating that pegged Bro. Eddie Villanueva at 2 percent is quite improbable." "After visiting key cities and provinces, even Hong Kong where Bangon Pilipinas gathered the biggest crowd for a political rally at Chater Road in February, the Party just cannot simply believe that ratings would still remain at 2 percent," Bangon Pilipinas added.

Aside from his tours for campaign, Villanueva also have at least social networking sites, including facebook, which shows that Bro. Villanueva is the number one or number two contender for the May 2010 elections. According to them, these information does not seem to reflect in the survey's results.

Bangon Pilipinas also said that the victories of former President Fidel Ramos in 1992, and military rebel Sen. Antonio Trillanes IV, who won in 2007 despite being behind bars, show that surveys can be wrong. "We recall that former President Fidel Ramos and Senator Sonny Trillanes were both lagging in surveys when the two ran for public office, but both captured the winning votes," Villanueva's party said. "The only way to really find out the people’s truthful pulse is by the result of a credible election, not by the results of commissioned surveys."

During the 2004 elections, Villanueva was defeated by President Gloria Arroyo, the late actor Fernando Poe Jr., Sen. Panfilo Lacson, and the late Sen. Raul Roco being last with only about 2 million votes or only 6% of the total number of voters.

Villar’s Ads Longer than 5 Other Rival Ads Combined

According to the data of AGB Nielsen Media Research presented last Thursday by Pera at Pulitika (PaP), Nacionalista Party (NP) standard bearer Manuel Villar Jr’s advertisements are aired for 8,730 minutes or six days in a span of three months right before the start of the official campaign period which exceeds the combined airtime of the five other leading presidential candidates at the same period.

Former President Joseph Ejercito Estrada, Senator Benigno Aquino III, Former Defense Secretary Gilberto Teodoro Jr., Senator Richard Gordon, and Evangelist Eddie Villanueva all had a total combined airtime of 6,747 minutes or only over four days compared to Senator Manny Villar’s six days.

All of the television and radio ads of the six top presidential candidates of this year’s election have a total airtime of 15,479 minutes that has only been aired before the campaign period (November 1, 2009 to February 8, 2010). If this would be played continuously, it will take about eleven days to finish.

According to Lawyer Roberto Cadiz, PaP consortium chairman and Libertas executive director, the May 2010 polls is proving to be the most expensive elections. Cadiz also said that they’re expecting most of the candidates to spend 95% of their campaign budget for their advertisements through media.

Gibo's Campaign Strategy: Male Beauty Pageant

A campaign strategy initiated by Palit Galing volunteers (small group of medical practitioners supporting the administration bet) which is the male beauty pageant, "Search for Mr. Gwapo at Talino (GT)," will start holding auditions this month in 6 Metro Manila cities.

The "Search for Mr. Gwapo at Talino (GT)," takes off from Teodoro's slogan "Galing at Talino." The Pageant aims for handsome and intelligent men, 18-35 years old, who are willing to campaign for presidential candidate Gilberto Teodoro. Thus to qualify for the pageant, participants have to be both “gwapo” (handsome) and “matalino” (smart).

As Palit Galing organizer Dr. Suzette Salazar said, “They have to embody [Teodoro’s] qualities like decency. They become the representative or embodiment of Gibo in poor areas.” Hence, contestants must be able to explain Teodoro’s campaign platform to their neighbors during the campaign period.

There would only be 10 candidates chosen from each city for the semi-finals. Contestants will be interviewed by a panel of comedians from the University of the Philippines Repertory Company who impersonate major presidential candidates.

Many voters, especially the poor with whom he has identified, think all the criticisms hurled against him are politically motivated.

Filipino culture tells everybody to go for the underdog. Perhaps it is because they can relate to one. The average Filipino feels the pressure of struggling for daily food and expenses while others indulge in their vices and excesses. Yet, the higher classes constantly blame the poor for being lazy or for a dozen of other reasons. Maybe that itself is connected to Villar's standings in later poll results.

While being pinpointed regarding most of his issues, his rivals' reputations automatically get boosts. After all, one less voter for one is another voter more for the other. But in this case, any propaganda made against him makes may seem politically motivated wherein it is highly possible for his rivals to be involved.

While his advertisements do eat up most of primetime TV's time slots, it did it job as establishing a sort of connection with those who sympathize with the poor. Apparently, his rising poll results are proof of some of his avid supporters.

After favoring the reproductive health bill a few months ago, Sen. Benigno “Noynoy” Aquino III, presidential bet of Liberal Party, has now chosen fewer stands on the issue as the Catholic church launched its campaign against artificial contraception.

In a press conference in Cebu, Aquino clarified that he was not an author of the reproductive health bill and that the Senate secretariat has certified to that.

He stated that artificial contraception was a matter of choice and conscience and that health professionals who "fool" people into using artificial contraceptives should be disciplined.

The presidential candidate urged that he himself was not promoting artificial contraception but insists in responsible parenthood rather.

“The only advocacy that we have is that the state is obligated to remind parents that you have responsibilities for every child you bring into this world. You have to clothe them, you have to shelter them and, in the Philippine context, you have to educate them also,” he said.

Noynoy admitted that the State has an over rated population but he said that this problem should not be blamed upon the couples who didn’t use contraceptives.

He said that the parents have the right to decide about the number of children they want and that they should not be pressured by the government to use artificial contraceptives.

“Medical health workers who misguide the people in using artificial contraceptives when these are against their conscience should be penalized,” Aquino said.

Presidential Trash Talk

Election season can be a bit harsh on one's budget. Thus, most of the time it is more effective to enlist wrecking crews than to improve one's reputation. The top two presidential candidates are well aware of this as they are the recipients of the largest portions of trash talk.

Manny Villar has been in the hot seat for a while now due to his claims of being a true member of the impoverished Filipinos (Tunay na Mahirap according to him). While his history is indeed widespread, his current financial assets state otherwise. His status as a businessman leads most Filipinos to think that while spending billions on election campaigns, it would be downright impossible for him to find a way to regain his expenditures. Given the stigma that government officials in high positions have access to public funds, it is highly likely. Despite Villar's claims that he could have returned to being a businessman if he truly wanted money, the fact that President Gloria Macapagal-Arroyo's net worth expanded tremendously in her presidential term is suspicious.

While his rival is lambasted for his business and financial backgrounds, Noynoy Aquino is criticized for his attachment to his parents. As we know, both his parents played a big role in Filipino history: Senator Benigno Aquino Jr's assassination and Corazon Aquino's presidency. What critics seem to focus on is the lack of his achievements. While most of the presidential candidates are quite the noisemakers whether positively or negatively, they do make the headlines or the news flash reports. Today's Aquino's most frequent media flashes are due to being Kris Aquino's influence. Apparently, being swallowed by your parents' shadows is big enough to be considered a sin.

What may affect the campaigns of any candidate is indeed the source of these propaganda as most of them are anonymously distributed online where no one can pinpoint them (whether they are plain citizens vulgarly expressing their thoughts or a part of a rival candidate's wrecking crew). and when they are pinpointed, there is no specific law which deals with the defamation involved.

The question is if a presidential candidate does win the race, would defaming other countries work in an attempt to uplift our economy/reputation/daily living? If it does then voting the candidates with the best demolition team is the wisest option.

Acosta Now out in the Race by Roi Anthoni b. Lomotan

It has been decided by the Commission on Elections to disqualify presidential candidate Vetallano Acosta last thursday, trimming down the aspirants into 9.

COMELEC says that Acosta was disqualified because of lack of qualifications. "“for lack of machinery to hold a nationwide campaign” and for not being a duly accepted nominee of the Marcos-led party Kilusang Bagong Lipunan (KBL), whose vice presidential bet is former TV host Jay Sonza." says Comissioner Nicanor Ferrer. "Acosta is disqualified (for the presidential race) on the basis that he cannot conduct a nationwide campaign because as it turns out, he is not from KBL as he earlier claimed,". These statements appear on his interviews.

However , Senator Ninoy Aquino who also runs for presidency appealed to COMELEC defending Acosta saying that he is still qualified to run as president. COMELEC was still firm in their decision.

THE Commision's decisipn is declared after that ballots have been printed, in which they say that anyone can still vote for Acosta however, it will not be considered and counted.

Gordon speaks about Villar's Bribe attempt by Roi Anthoni B. Lomotan

Angry Senator and presidential candidate Richard Gordon accuses Villar of the latter's attempt to bribe him and the move to oust Senate president Juan Ponce Enrile on a radio interview last Monday.

his fellow senate and presidential rival Manny Villar is allegedly bribing him through an emissary. The emissary said that he would give Gordon any government post he wants as long as he withdraws his bid and side with them to oust Enrile.

It can be recalled that Villar was caught up in an issue about the C5 project double insertion, the issue lead Senate pres. Juan Ponce Enrile to arrive at the decision to make the second draft of the committee report and make Villar return the six billion budget that came from the government.

In Gordon's other Tv and radio guesting he revealed that the emissary is a close friend of Villar and is an influential person. Villar on the other denied the accusation. he adds that he won't do such things warns those who try to destroy his image. Finally, he says that he respects his fellow candidates and insist he wouldn't do such allegations.

But still Gordon wouldn't let the issue past. he dares Villar to name the emissary and both of them have a face off. He says that we would not withdraw from the presidential race and would fight till the end.

Lawmakers have included in the constitution a part that would protect a government office form conflicts of interests. From public officials that would soon be corrupt to ordinary government employees reminding them to humbly serve the people.

Transparency in the government is essential. There must be check and balance that in the end, it is still the people who shall benefit. This part of constitution tells reminds public servants that they should be a model of example, so that the government will be will never be stained by intrigued and shall gain more trust in people...

It's funny how the incumbent and running officials overlook or forget this part of the law, when what they primary do is to make and study laws, govern people and provide justice...

It's funny yet disappointing.. In the coming elections may this passage in the constitution be in our minds be become a criteria in voting.

The clamor of election candidates in television and radio ads along with their track records integrate their character thus making themselves credible for the post they are wishing to have.

In the case of our presidentiables and vice-presidentiables, some became hot news items, others are known for their track record and backgrounds, while there are some whose names ring a bell because they have been elected and proven to be worthy to be elected... These are Legarda, Villar, gordodn, Roxas, Fernando, Binay, Estrada, Teodoro, etc. when the games go of elections go for the famous in service where do we put Administration vice president bet Edu Manzano?

In a late afternoon radio program, the announcers wonder about the campaign strategy of the administration where Manzano comes first in the venue and goes dealing with people entertaining them, here comes Teodoro, apparently late and when its his time to meet them, Edu leaves the place and goes to the next venue of appointment..

It seems its how the Administration's way of campaigning but then again going back, the question here would be why are the two aren't together in their campaigns? Even in the commercials, Manzano hasn't appeared yet. So goes the inquiry, do they need Manzano to appeal in the public? This would be unfair on his side whent it seems he is doing his best.

A local bookstore in Nueva Ecija conducted a “munggo survey” to learn the people’s choice for the next president.

Dante Cruz, the store manager said that the survey started on Feb. 9 which is the official start of the campaign period. The same survey, which was the idea of Gerardo Cabochan Jr. ,who heads the company of the bookstore, was also being conducted in Pandayan’s 32 branches in Metro Manila, Bulacan, Cavite and Nueva Ecija.

As of now, Manny Villar of Nacionalista Party takes the lead in the munggo polls among the nine president aspirants.

Villar was seconded by Sen. Benigno “Noynoy” Aquino III of the Liberal Party , followed by former President Joseph Estrada of the Puwersa ng Masang Pilipino, and former Defense Secretary Gilbert Teodoro Jr. of the ruling Lakas-Kampi-CMD.

“It was just for fun. But it is also meant to get the public’s pulse on their choice for the next president,” he said in Filipino.

Everyone can be a possible respondent in the said survey as long as he bought an item in the bookstore. Even the non-registered voter is given a chance to pick his own choice.

After paying for an item, a buyer is given one mung bean, which will be dropped in the empty water bottle with the designated caricature of the presidential candidate he wants.

The empty bottles are displayed in a small platform with the question, “Sino ang susunod na Pangulo?” (who will be the next President?)

Caricatures of the nine presidential candidates- Villar, Aquino, Estrada, Teodoro, John Carlos “JC” de los Reyes, Sen. Richard Gordon, Bro. Eddie Villanueva, Sen. Jamby Madrigal, and Nicanor Perlas are displayed beneath their bottles.

The results all over the Pandayan bookstore will be tallied and will be proclaimed by the book officials. The announcement of the winner for the survey will be held on Election’s eve.

Money makes the world go round.

Undeniably, money has been constant in our lives and still plays a big role in this society. Even during campaign period, which is actually happening right now, money never loses its luster; it is still a big factor in gaining votes from the public. Without money, campaign is impossible to happen. Thus, money makes the campaign go round.

From the past few months, TV ads flooded different networks and almost filled the whole commercial break when we’re watching our favorite shows. Even if we try to surf various channels, we always end up to a campaign ad that promotes a certain candidate. These ads are all paid and their costs involve a lot of money.

From the data presented by AGB Nielsen Media Research, they stated that from February 9, which is apparently the start of the official campaign period, until March 2, Villar was considered as the biggest spender among the top five candidates in the presidential race, using up P120, 411,093 for 195 minutes of airtime.

With P88 million for 128.50 minutes, former President Joseph Estrada landed the second spot which was followed by Senator Benigno Aquino III with P87 million for 180 minutes. Senator Richard Gordon grabs the fourth place with P67.3 million for 144 minutes, while administration standard bearer Gilbert Teodoro was nailed at the fifth spot with P60,480 for 1.5 minutes of airtime.

These figures only shows how big they have spent for all their campaign advertisements for the last few weeks not mentioning the print ad and other ways of promoting their candidacy.
As stated in the Republic Act 9006 or the Fair Election Practices Act, each candidate is allowed a maximum airtime of only 120 minutes for TV ads, computed per station, during the campaign period. On the other hand, in terms of expenditures, the Commission on Election allows a presidential candidate to spend only a maximum of P10 for every registered voter for the election campaign, or a total of P500 million based on the poll body’s estimate of 50 million registered voters.

Media has a massive impact in promoting the candidacy of these aspirants. But using media as a means also involves a lot of money. If that’s the case, then how can other small time presidential candidates take the lead in promoting their selves if they don’t have enough budgets to showcase their image on TV and other forms of media? How can they surpass other big contenders if these well-off candidates are already spending a huge amount of money in plugging their selves to the public?

Campaigning is one big competition. Some contenders have everything while others do not. Maximizing their available resources can be the best way in winning the election without exceeding the limit of expenditure for their campaign.

Campaign period is a long, winding road that consumes effort, time and money of all the presidential candidates. They are obliged to put off other unnecessary tasks just to focus on their race. With what is happening right now, they are willing to lose what they have to get the most prestigious rank in the Philippines.

And it is quite irrefutable that everything revolves around money and that money is equated to power.

"Watch Out"

I chortled as I watch a kid singing the Villar campaign song; despite his mumbling and tripping on words, he still managed to finish the whole hymn.

And who would not be able to memorize a tune of a campaign song that plays almost every commercial break of every TV program in different channels simultaneously? Every individual with two functioning ears and not deaf is definitely familiar with Villar’s song.

Manny Villar who is a presidential candidate from Nacionalista party is just one of the other candidates who are now using their tentacles to persuade the people to vote for them. And with his personal stand that he is “tunay na mahirap”, he reaches for the hearts of the people and states that he is a main representation of the poor people and can impose a change in the country’s current situation.

Before the ads of Villar, Mar Roxas’s campaign ad first filled the air. The ever famous line, “Anak itabi mo..” while pedaling the pedikab and hearing the cries of the common people in wet market has made a massive impact on the minds of the people. In addition, last year, he drew thousands of audience during his wedding with broadcaster Korina Sanchez when the whole ceremony was showed on TV.

The turnover of Presidential candidacy from Roxas to Noynoy Aquino, hit the headlines and became a major strike. After a few months, Aquino released his campaign ad with the main theme “hindi ka nag-iisa” featuring various artists from different networks while passing the torch with one another.

Recently, Loren Legarda, a tough contender on the Vice presidential seat, flashed her campaign ad on TV. With the “ang bayan ko’y tanging ikaw” as the background song, she showed her accomplishments in her service for the people.

On the other hand, “galing at talino” which stands for Gibo Teodoro consistently flashes his vision for the country while Gordon features his works in his previous service; his ads states that “leadership results integrity”.

Estrada seeks the voter’s attention by keeping his stand of “Erap tapat sa mahirap” and by condensing his movie-like life story; he presented his self in a Cinderella way while convincing the masses that he should grab the position that rightfully belongs to him.

These candidates are obviously using the power of media to insist their qualifications for their attempted positions to the minds of the people. From the repetitive playing of these campaign ads, they leave a certain notion to the voters that they are definitely the right person to be voted upon.

Aside from their campaign ads, they continuously extend their hands to those in need and grab every opportunity to expose their selves to the masses. They drag their feet from one place to another to draw supporters and voters without wasting any moment.

From the typhoon disaster programs to the Mayon victim evacuations, these candidates became as visible as ever and were consistently present in every reach out programs just like students inside the class fishing for grades.

Only a few months away and these candidates would be listed down in our ballots and would be possible options for the election. And with only a few months before May 10, we should expect more of these candidates especially in the remaining days of their campaign period. But just as they prepare their selves for their battles, we, as voters should also prepare ourselves for choosing the right candidates for their respective positions.

They might use powerful words and blinding promises to lock us with their votes but we should be vigilant and more powerful in analyzing every word that comes from them. Extensive research on the lives and backgrounds of these candidates are badly needed to be able to get the whole picture instead of just seeing a slight portion of them.

Catchy hymns and almost perfect campaign ads are not strong basis for choosing the right candidate. Despite the lasting syndrome that these songs give to us, we should still weigh things over.

When we give our vote to one of them and shade the circle beside the name of that certain candidate on the ballot during election, there’s no turning back. So we better watch out!

Nacionalista Party Standard Bearer Sen. Manuel 'Manny' Villar Jr. didn't missed the yearly 'Panagbenga' flower festival in La Trinidad, Benguet.

Together with his runningmate Sen. Loren Legarda and Nacionalista Party senatorial candidates Partylist representatives Satur Ocampo, Liza Maza, Ilocos Norte Gov. Bongbong Marcos and retired soldier Ramon Mitra join the Panagbenga event this year.

Villar said that Panagbenga is his favorite so he never missed it, election campaing season or not. He also said that flower festival this year is very beautiful and Baguio is very important especially because one of his priority when he win the 2010 election is to improve tourism.

Lakas-Kampi-CMD standard bearer Gilberto "Gibo" Teodoro assured the public that his government will not be an extension of President Gloria Macapagal Arroyo's administation if he win the 2010 presidential elections.

The Administration presidential candidate said the public should expect different leadership under his watch.

However, He vowed to continue and pursue the good programs of Mrs. Arroyo. And among these programs that he will continue are the long-term infrastracture programs, peace talks and irrigation projects.

Floating Hospitals by Gordon

Bagumbayan Presidential Candidate Richard Gordon proposed to put up "floating hospitals" in Mindanao.

In his speech on the students of University of the Philippines in Manila for the "Make Health Count" presidential forum, Gordon acknowledge that there is a need to improve the medical system in Mindanao through putting up ambulant or floating hospitals which will respond to emergency health situation in the region.

He said that people in Mindanao have the lowest life expectancy in the country at 59 years old far from the life expectancy in Central Luzon which is 71.1 years old. and one solution to this problem is the establishments of ambulant which are operational in other countries like United States.

Also, these floating hospitals may be use as a service for the members of the military who are injured or wounded during battles or even in cases of emergencies.

Cabinet members file their resignations

Five cabinet members of President Gloria Macapagal-Arroyo submit their courtesy resignations for preparation in the coming May 10 elections.

Executive Secretary Eduardo Ermita who will run as representative in Batangas, file his resignation last Tuesday, February 24 after the decision of Supreme Court that all appointive officials who will run in 2010 election should resign from their office.

Justice Secretary Agnes Devanadera, Budget Secretary Rolando Andaya, Presidential Management Staff Chief Hermogenes Esperon Jr. and Malacanang's point person for Urban Luzon Beltway Project Ed Pamintuan also submitted their resignations.

According to Ermita, even Augusto Syjuco of Technical Education and Skills Development Authority (TESDA) will also submit his resignation because he is also a candidate.

However, Ermita clarify that all cabinet members who will run this election doesn't do anything against the law because they still have time to be in position until March 26 which is the official campaign period.

no star nor lucky for Edu

Lakas-Kapi-CMD vice presidential candidate Edu Manzano is not expecting any endorsement from his former wife Batangas Gov. Vilma Santos and his son Lucky Manzano.

Edu Manzano admitted that endorsement from showbiz personalities is a big factor for a political candidate to win in the election, however, he said that he is not expecting the star for all season to campaign for him because it will be very awkward for her to come out considering that she's with the liberal party.

He also said that he's not bent on using his son Lucky to boost his campaign because he never encourage his children to go into politics until they are fully ready.

Instead, he will use the "Edu Express" caravan that will roll starting this month to advance his campaign and get people's support.

El Shaddai for Villar

El Shaddai leader Bro. Mike Velarde indirectly endorsed the presidential bid of Nacionalista Party Standard bearer Manny Villar when he invited the former senator during the religious group's prayer rally in Hongkong.

Together with his wife, Rep. Cynthia Villar and running mate Sen. Loren Legarda, Manny Villar flew to Hongkong upon Velarde's invitation to attend the anniversary of El Shaddai's Hongkong chapter.

Villar was the only one invited by Velarde to attend the prayer rally among other presidential candidates, where the El Shaddai members wore orange and white shirts. But the El Shaddai leader clear that he don't endorse, they are going to vote as one this election so they will examine all the candidates first before voting. He and Villar are just close friends.

Velarde had earlier expressed the desire to run for the highest position in the country but decided not to push through with his presidential ambition after getting negative feedbacks from his followers.

Vice presidential candidate Bayani Fernando is known for two things; 1) his trademark blue and pink themed Metro Gwapo campaigns and 2) his former position as Marikina City mayor, a title now held by his wife. The latter possibly gave him a reason to include sufficient government salary to his campaign agendas.

Fernando stresses the lack of government funds for Local Government Units (LGU's) or the mishandling of meager amounts by the higher ups of local municipalities. Although the government has been active in announcing higher wages for its workers, Fernando denounces it as false since most funds are either misused or not distributed. When there is a fund, the small Internal Revenue Allotments for cannot possibly cover the same amounts that the government openly "advertises".

A stint in Marikina's local government makes the current MMDA Chairman credible regarding the facts. However, this may also burden him if all fails. The MMDA itself has a large number of workers under its wing. He could blame either the low funds given by the central government or poor monetary handling within the organization in a worst case scenario where MMDA employees complain of the same problem. Either way, this platform may either damage or boost his chances at the position a vice. Whether or not his intentions for his election are genuine bid may depend greatly on his performance in his current post.

Having both parents as icons of an era of Philippine revolution, critics constantly bash this generation's Aquino for riding on his parents' fame and knowing nothing of the nation's suffering. His retorts however, revolve around his family's experiences under the Marcos regime. On a personal note he narrated himself being 12 years old when Benigno Aquino Jr. was arrested, 23 when he came home to bury his assassinated father and 27 when he was injured in a coup attempt on Corazon Aquino who was then President. Having known the feeling of oppression, he claims to relate to what Filipinos today experience in their daily lives and is dead set on changing the status quo as the next president.

Like the Revolution 24 years ago, the Liberal Party's LET'S P.A.Y. event aims to bring back the true spirit of EDSA with a show of force regardless of how his political rivals would take it.

The television primetime spotlight has been beamed at Manny Villar for quite a while now. Ironically, the limelight illuminates both his campaign jingle (which appears to be gradually replacing the Philippine national anthem) and the jabs at his controversial C-5 project.

A quote speaks for the article itself. The same transparency political rivals conveniently demand should courteously be revealed in the same manner it is asked from any candidate seeking office.

Villar relates this to his own brand of transparency; showcasing his life story such as having lost a brother to a disease left untreated due to their early poverty. Having stated a desire to apply his own success story to the Filipino people, Villar claims to have no intent of using the presidential position for financial gains. He states that he would have returned to being a businessman if he sought money.

Although not all candidates are bestowed with a literal rags-to-riches story, liquidation of campaign funds as well as the legitimacy of their sources may be one of the country's deciding factors on their 2010 presidential bet.

Another presidential candidate is the deposed former president Joseph Estrada together with Makati Mayor Jejomar Binay of Partido ng Masang Pilipino have their rally at the historic Plaza Miranda.

While Bangon Pilipinas Party representative Bro. And the rest of presidential candidates like Sen. Jamby Madrigal, Councilor JC delos Reyes, entrepreneur Vitaliano Acosta and environmentalist Nicky Perlas have no plans to have their own kick off rallies.

after leaving NPC, no longer run for presidency

Senator Francis 'Chiz' Escudero announced in a press conference held in Club Filipino Greenhills, San Juan last Tuesday that he was no longer joining the 2010 election.
"I decided not to run as a president.... marahil hindi ito ang tamang panahon sa atin" he said. Many of his supporters were saddened by the senator's decision like Bibeth Orteza - his loyal supporter. however, actress Susan Roces and daughter show their support for the senator.
The man from Sorsogon spent his political career since 1998 in the Nacionalist People's Coalition or NPC but last October 28, he announced his resignation at a press conference where the party believe that he would declare his intentions to be the party's standard bearer. he cited three reasons for doing so, first, a presidential candidate must not belong to any party like Lakas, LP, NP, NPC or other but must belong to the party where all his partymates are Filipino people. The president must not be chained his or her hand and foot to the party because doing so, he cannot resolve the nation's problem and lastly, he said that he's leaving his party to achieve what he wanted to do, not as a member of any party but only himself. In short, his three points simply means that a man running for president must not belong to a party because to belong in a party is to give up independence of action.
